When Zheng Fan had originally been appointed Governor of Shengle City, Little Sixth mentioned Xiong Lie in a letter.
He could be used.
But there was one prerequisite.
If Zheng Fan wanted to use him safely he needed enough troops to intimidate him.
Only on that foundation would Xiong Lie willingly repay the Sixth Prince's favor.
